The Isle of Man Financial Intelligence Unit has published a new typology report. Each month, the FIU produces typologies that cover a different topic of interest that has been developed based on Suspicious Activity Reports (SARs) received by the FIU as well as open-source information, engagement with the Isle of Man Financial Crime Partnership (IOMFCP) and other public/private initiatives.
This report covers Human Trafficking and Modern slavery (HT/MDS), building on the Human Trafficking and Modern Slavery Indicators and Red Flags Document, published in 2020. HT/MDS is defined within The Palermo Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children as:
“The recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs”
If you come across an activity that you suspect relates to the proceeds of HT/MDS, or to the use of HT/ MDS to fund terrorism or proliferation, you should make a report to the FIU via the Themis Reporting System.
Where you identify activity that could relate to HT/MDS, but have not reached the threshold to form a suspicion, you may wish to consider making a report to the FIU under Section 24 of the FIU Act 2016. Guidance on filing a SAR can be found on the FIU website.
