21 October 2025: GSC Publishes Consultation Response Document

The Isle of Man Gambling Supervision Commission (GSC) has published a summary of responses to the draft GSC Bill consultation. The consultation response document outlines feedback regarding the Bill and provides rationale and further details on the corresponding proposed changes and impact of the consultation.

 

The Responses

The consultation response document has grouped the responses into several key points, which are addressed within the document. 

The sentiment of responses received regarding the various acts was generally positive and highlighted that the approach to apply a set of standardised inspection and investigation tools across the relevant Gambling Acts was favourable. Concerns were raised regarding specific ways in which the amendments may be applied, such as the breadth and scope of certain powers, which are further covered within the response document.

 

What Now?

The GSC’s role as a regulator is to keep the sector safe from financial crime and ensure a fair and safe environment for players. The sector has seen a global shift in the threat landscape, and the GSC is committed to being agile and responsive in its approach; consequently, the draft reforms align GSC supervision with the risk profile outlined in the Islands' recently published National Risk publications.

Following careful review of the submissions, the GSC confirms that it will be progressing with the draft amendments as outlined in the consultation. The Draft GSC Bill will subsequently be considered by Tynwald in October with a view to enacting the changes in 2026. 

 

The GSC would like to thank all those who submitted their feedback via the consultation hub. While the GSC will proceed with the draft as consulted upon, it remains committed to transparent ongoing dialogue with stakeholders. The GSC will also provide updates regarding the bill to key stakeholders over the coming months, and licence holders are encouraged to contact the GSC or arrange a drop-in session regarding any further feedback or concerns.
