Supervision

The Supervision division is responsible for the comprehensive oversight of licensed operators, encompassing all stages from the initial approval of a licence through to its cessation. This division works in close collaboration with other supervisory functions, including the Anti-Money Laundering (AML) Inspection team and the Enforcement team, to ensure a coordinated and effective supervisory approach.

Upon the successful conclusion of a licence application hearing, each operator is assigned a Lead Inspector from the Supervision Team. This Inspector serves as the designated point of contact for all supervisory matters pertaining to that operator.

 

Inspections

The Gambling Supervision Commission (GSC) undertakes its supervisory responsibilities through a structured programme of desk-based reviews and on-site inspections.

Desk-based reviews involve the assessment of operator-submitted self-assessments and supporting documentation. These reviews enable the GSC to evaluate the adequacy and effectiveness of an operator’s policies, procedures, and internal controls.

On-site inspections comprise physical visits to operator premises, customer sampling exercises, and direct engagement through face-to-face meetings. These inspections may be conducted as standalone assessments or integrated with AML/CFT and General Compliance reviews.

The decision to conduct a combined inspection is informed by several factors, including:

  • The operator’s assessed risk level
  • The interval since the most recent AML/CFT or General Compliance inspection
  • The scheduling of forthcoming inspections
  • The availability of GSC personnel
