International Collaboration

The GSC engages regularly with a wide range of international regulators, industry bodies, and cross‑sector stakeholders. This work takes place both bilaterally and through multilateral forums, helping us to:

  • strengthen regulatory cooperation
  • share knowledge and best practice
  • address issues of common interest
  • influence the development of cross‑border regulatory standards

Through active participation in international regulatory networks such as the Gambling Regulators European Forum (GREF) and the International Association of Gaming Regulators (IAGR) the GSC ensures it remains aligned with global developments in gambling oversight, integrity, and emerging risks.

IAGR is a global organisation for gambling regulators whose purpose is to promote the regulation of gambling through collaboration and sharing of knowledge. IAGR is comprised of 75 jurisdictions from all over the world. The GSC's participation in IAGR contributes to efficiently spreading the knowledge of the GSC's work.

GREF is a forum for European gambling regulators that enables members to meet and  to discuss gambling regulation and industry issues, share knowledge and experience with each other, especially on regulation, supervision, control of operators, or on the gambling industry.

GREF represents European Gambling Regulators, serves as a central contact for inquiries, promotes research on gambling regulation, and facilitates the sharing of information and collaboration among its members.

Our Commitment to International Cooperation

The GSC is dedicated to protecting consumers and safeguarding public order through effective international collaboration. By working closely with both domestic and global authorities, we contribute to efforts to prevent:

  • terrorism financing
  • the proliferation of weapons of mass destruction
  • criminal activity linked to gambling operations

Formal Agreements and MOUs

Under the Gambling Supervision Act 2010, the GSC may enter into formal arrangements—including Memoranda of Understanding (MOUs)—with regulatory counterparts overseas. These agreements provide structured mechanisms for:

  • responsible information sharing
  • coordinated supervision of cross‑border gambling activities
  • consistent application of regulatory standards

All exchanges under these agreements are conducted in accordance with the Data Protection Act 2018, ensuring that data is handled lawfully, securely, and transparently.

Our International Partnerships

The GSC has established MOUs with a number of international gambling regulators and sports governing bodies. These agreements enhance cooperation on issues such as integrity in sports betting, financial crime prevention, and regulatory compliance.
